I think we have worked backwards, and we have taken several actions without having clearly settled on the reasons—not theoretical, but foundational—, the foreign policy outline that should be behind these actions. And there have been some major mishaps; for example, the Venezuela situation.

Evidently, there is a very strong democratic premise there, but any Brazilian action in this matter might create some discomfort, to say the least, as in fact actually happened. We saw other countries taking leadership of the negotiations between the parties because we were participating.

We need to know the foundation [of our foreign policy]. Will we abandon multilateralism as it currently stands? Are we going to invest more in bilateralism? Are we going to disfavor or discredit international accords in areas in which Brazil was an early leader, like the environment? Look, I am not someone who thinks that because foreign policy is [executive] government policy, any shift must therefore be disliked on principle. I am not totally opposed to changes, if there is a sound reason.

But I do not believe that the policy shifts recently introduced have clear foundations. It is an agenda that ends up being very based on voluntarism. For example, the president is close to the Jewish community, so he thinks it would be a good gesture to move the Brazilian embassy to Jerusalem. What foreign policy principle is present in this decision? I think formulations are essential to any public policy, and especially in foreign policy—, which is like a large ship: changing direction takes time and has to be a very calculated movement—the formulations are very fragile.

This is my main criticism. Thus, you see that I criticize specific measures as a consequence of this larger critique of the lack of a [foreign policy] foundation. My uncle [Carlos Calero] was the secretary general of Itamaraty [Deputy Foreign Minister], and he devoted his entire life to multilateralism. In fact, he was only ever ambassador to one country, Poland, and that is what allowed him at the time to be secretary general. He had never presented credentials anywhere, because he was an expert in the United Nations and the human rights system.

He was the first Brazilian to preside over what was then the Commission on Human Rights, so we have a long history there. I trust multilateralism, on the principle that international relations must rely not on people but on institutions. People can contribute, and you can use this in your favor.

But we have to understand that institutions must endure regardless of the people.

In the end, people leave and institutions remain. A glamour for the Brazilian that travels to Miami, captivated by a world he does not know. A fascination with his own power, so that he [Bolsonaro] views meeting the president of the United States as the pinnacle.

Clearly, being anti-establishment is an ideological affinity that both Trump and Bolsonaro sell, even though they have been part of the establishment for years. Trump, though he was not in politics [until recently], was close to establishment figures for his entire career. Many say that this is what enabled him to succeed in business.

The same is true for Bolsonaro, who spent thirty years as a politician and set up his children in the best traditional Brazilian political style: he positioned his children to be politicians, too. So, what do I see? This contamination is very dangerous for the future of Brazil-US relations because the United States will have elections in less than two years, with a real chance of an opposition candidate winning—Biden, for example.

And there are even candidates who have already spoken of reforming the electoral college system—the candidate whose last name I have trouble pronouncing…Pete [Buttigieg]. The fact is this: we have to remember that, had there been no electoral college, Hillary Clinton would have been elected. So we have to keep in mind that there may be changes [in leadership].

Another example, in relations with Israel, Bolsonaro has built his entire relationship with Israel—to the frequent detriment of a relationship with the Arab world although Itamaraty denies this friction —on his relationship with Bibi [Netanyahu]. Except Bibi just disbanded the Israeli Parliament, and there will be new elections. So, what does this configuration look like in nine months? The bad thing about basing relationships on a person and not the institution is that, when people move on—which sometimes occurs faster than you can imagine—nothing is left.

When I was at Itamaraty, we were under a regime of enhanced engagement. We were already very close to the International Energy Agency at the time. I worked in the energy department [at Itamaraty], and we had several joint programs. Again, I worry that this process may have been based on voluntarist decisions, and that we will end up paying a price for this.

I would prefer that conversations between bureaucratic institutions take place in a more mature manner and not, for example, through press releases. Your commitment is to transparency, ethics, and anti-corruption. During your term of office, what projects and policies do you intend to develop, or support, to promote this commitment and achieve positive results on these issues?

We are currently focused on oversight activities. People often forget that members of Congress have necessary oversight duties. In other words, we are a machine right now that produces reports and information, that petitions the executive for more information, based on our facts and evidence.
